He's not stupid, he's mentally compromised. Trump isn't stupid, i don't think anyone in the administration is stupid. In this rare instance, assuming malice before stupidity IS the right thing to do. They either straight up do not care about anyone and just want to get their own out of their position, or they actively hate certain people and are using their power against those people.
The problem isn't that one is stupid, it's that there are enough stupid people to elevate that one to their revolting god and impose it on everyone else.
