That's almost certainly the case. Older standards don't support those speeds; you'll need modern hardware. That goes both for the (1/2)

When you stream content from Netflix you'll often get data from a Netflix content server at your ISP, not from the Netflix webservers..

Servers for speedtest.net are all across the country on different networks owned by different people. You can't just prioritize that traffic

They can also have filters in place so that when you go to fast and run a speed test, they temporarily lift the restriction (say for 5 min)1
