It is, but it's also on theme. Tifa wore the cowgirl outfit during the flashback in Nibelheim in the original, at least. I assume the same.

I'm old enough to mean the original game, lol. I found it jarring that it was only some of the people in the area wearing those outfits. Cloud, for instance, never got his yea haw on. It's almost as if they picked Tifa's outfit and worked back from there.
