I actually thought that was a universal thing (outside betting of course), that when one says something like between 4(00)-600 or 5(000)-6000, the first was always implied, until I was like yeah 4-600 people are killed by deer in car accidents, per year. Then someone asked how the fuck the range could be so big, and I had to explain I was implying 4(00), and that also helped with character limits. -_- LOL!
Even if it is implied, ambiguity in language is best avoided when possible.
In the case of that 4-600 example I don't think it's implied strongly enough, because what happens when someone does want to communicate that the bottom value is 4, not 400? They have to over-specify to communicate it, in a clunky way at that, if we also accept 4-600 as typically meaning 400-600. Whereas typing 400-600 does not require much extra effort nor does it make the communication clunkier.

It depends on the scale of the bet. Something inconsequential - a dollar, the last slice of a pizza, who's turn it is to drive - then it's fine. The worst that'll happen is you'll get an eyeroll and a reputation. For serious bets that'll result in meaningful amounts of money changing hands or feelings being hurt, you gotta make sure everybody has the same understanding of the terms of the bet. This kind of technically would go against the spirit of the bet.
