CP is calc from 3 Individual values that are hidden and random for each pokemon caught, ranging from 0 -15 for each doubt the chart is right

CP is just based on its current stat total.

Each Pokémon's potential power is also based on its BST (Base Stat Total). Mons like snorlax have a high BST in the actual games.

Gyrados has the same BST as Snorlax, but Snorlax's max CP is 500 more than Gyrados based on this list. So it's loosely based

I've read this is actually the Max CP that a trainer can find a Pokemon out in the wild. Pokemon can be trained higher (so I've heard)

There's a max CP for catching, and a max for each species including training. Wild CP maxes out at lvl 30, training at lvl 40
