Maybe it's just me, but the description of the location is really confusing. They only mention the land as being in California - no mention at all of any of it being in Nevada. The border between the states in that area is due north/south. How is the land "20 miles north of Reno, Nevada"? (Note that Reno is about 20 miles east of the border.) Say it's northwest of Reno. Or better yet, just that it's near Reno (as the largest city nearby.) Or if the land extends into Nevada, say that.

It's in CA, the tribe's traditional lands are in CA and NV (like lake tahoe). Today most of the tribe lives in Reno colony or near gardnerville on the reservation lands. Reno is the nearest city, but, yes it is more NW than north. It is confusing, even to this local.

It's not in Nevada. This article has a map which should be a bit more helpful, and I'll also try to embed it. It's "north of Reno" in the same sense Alaska is north of Florida, which is as you say, a rather odd way of wording the matter; it's somewhere between NW and WNW.

Not "the" government. "Our" government. The tribes have a government themselves fundamentally different from ours. One crucial aspect of it is that they government themselves collectively. They are as much a part of their government's function as their government is a part of their society's, as opposed to our system where the government is an entity above us that we grant authority to dictate our society.

Initially, nothing. It is private land held by an entity or person (the tribe). A tribe can apply to have the land converted to federal trust land, which is different from reservation land, but not taxable under the same rules as private land.
