Att least twice a day, preferably just after your cat's done their biz. A scoop of baking soda in there will help absorb stink...
Once a month scrub the pan out and replace litter with fresh.

They don't speak English, and violence won't help either, so try to find the problem source. Litter, new environment, sickness, etc.
You can teach them without violence...
