Whether you want to call them or send them an e-mail, over at http://www.keepournetfree.org there's a tool for finding out who your representatives are and how to contact them, as well as a pre-written e-mail if you don't want to write it yourself.

An ISP cannot force you to use only their modems. Also the cost of setup for this would cost more than it's worth to the ISP 2/2
