To administer the tests costs money, there is a higher chance with old people that they won't pass, which means more money spent

It costs money to train a soldier, they want good returns on that investment. The body takes a beating, old folk would yield poor returns.

42 years old isn't too old to BE in the army, it's too old to JOIN the army. Many SEALs are in their 50's but with 30+ years of experience.
