Believe it or not, it's doing what it's supposed to do. Breakwater =/= dyke: it's supposed to remove energy from the waves so they don't travel farther, not stop them entirely.

Funny enough, while the Black Sea isn't near as cold as the Great Lakes, anything that sinks to the bottom there is likely to be just as well preserved as it's a low-oxygen environment. So very little decomposition happens.

Black sea is normally really calm. Very little in terms of Tidal movement, and not a major storm producing zone historically. Think of it like a 100-year storm, you don't build something that lasts for 20 years to survive the 100 year event. (economically at least.)

We do get hit with rather persistent Hurricanes. And are the Tornado capital of the world. But no, it wouldn't "take us down". Russia/USSR has committed just as many such murders, and is only seeing a cyclone that hits less than 5% of their landmass. My logic as applied would be the US receiving persistent but recoverable storms.
