So... non-american here...has this asshat won?

So im not an American and my searches for the answer to the following qestions often bring up useless/old/confusing/irrelevant/unclear information, so i want to ask straight out.

1) Has this asshat won? because im seeing posts every now and then stating net neutrality is gone.

2) If it is still yet to be decided then when is the decision to be made, and what is it looking like right now?

3) Is there anything I am able to do as a non american to help? I tried to support the cause earlier with the whole gofccyourself.com thing (multiple times and even getting friends and collegues to do it)

4) how has nobody yet punched this guy in the face yet... look at him... im holding myself back from punching the screen (work computer and all)
