last time that happened to me my "surprise new housemate" moved in. it was an Arab guy who went on about how he wanted to fight for his
/2 muslim brothers in Serbia ( that was in 2000 ) and was constantly complimenting me on looking "aryan" and how we should band together
/3 to to rid the world of jews. i know how that sounds, I wish i was joking. So, how does a hot bathtub and comfy couch sound now @op ?

How did that guy become your surprise new housemate? Were you renting a room in a house, or did another roommate invite that guy?
I was living in an apartment that was rented out by an agency used for temporary stay until a permanent accommodation was found.

No one, live in an apartment building.
Many people could have a key if the locks weren't changed before you moved in. Plus the landlord should have at least 1 key.
Hssn't your roommate leave their key to someone else?
