He turned his right shoulder away fast, like his right leg was pushed out of the way suddenly, didn't seem like a body bump. Which might still be an accident, but he seemed to be getting into position for it beforehand. Which might also be a coincidence, or him wanting to be able to write it off as a coincidence. Either way, both explanations fit, but I like the first step into physical resistance a little more. We need that more.

Protip - you can make a half decent igniter by cutting away the striking surface of the matchbook, and holding it down under the match tightly. Good long strip - you need to make sure you get enough friction to ignite when you yank it out.

If law enforcement personnel attempt to illegally restrain, detain, search, abduct, or assault a civilian or illegally confiscate/steal someone's belongings, how can a civilian legally stop them in the moment when the violation/crime is occurring?
Complying in the moment & hoping a corrupt justice system will help you after-the-fact doesn't seem like a good option.

If we want to be technical, courts give wide discretion to police when on the streets. The hope being that any unlawful acts would be adjudicated at a later date. It expects a degree of good faith that frankly never existed, but whose harms were generally only directed at… certain members of society.
