Since distance (or amount of data, in this case) = speed x time, it's totally appropriate to refer to a distance as a combination of speed and time (the light second is an example), and I don't think it's incorrect to interpret what they said as such. It's similar to saying "one second's worth of light speed" to mean 2.998e8 meters.
And for what it's worth, #9 is only about 800k. I'm fairly confident that skilled telegraph operators could have transmitted it in less than a month, so what they said is a bit of an exaggeration.
