It's common practice to install, then later have another guy come bury the cable. But I wouldn't be surprised if Comcast skipped step 2.

FYI thats a temp line, so you have service until the permanent line is installed. Unless you want to wait some more time without service

I work installing tv, and this is standard. A contractor will be out within a few weeks to bury that line. A tech won't have that equipment.

Looks like they just haven't had the bury drop completed which is typically scheduled with a contractor so they can bury the cable. Normal.
