Most of the "60fps gifs" of movies use frame interpolation. But how 24fps looks on a real cinema screen is... kinda complicated.
For example in a dark theatre, the bright screen each frame to linger on your retina, a similar effect to "ghosting" on an LCD screen.
These effects and others combine to make the "cinema look" which is hard to entirely replicate with digital source on an LCD screen.
Also, in a film camera each frame is not an "instant" each frame has a long exposure time so captures large movement as a blur.

I believe it was 48 fps, double of the normal rate. Not 60. But yeah even at 48 fps plenty of people had issues watching it.

Most games on consoles are hard locked to 30 because the console can't deliver much more than that. No other reason.
