The mineral deal was, as I recall, driven at least partly by Ukraine. It was the carrot for the US to move in as an external guarantee in a peace deal. Ideally with boots on the ground. I don't think it's an unthinkable deal, although clearly it's a tough decision in a tough situation for Ukraine. The Trump administration has been acting all kinds of bad over it, however.
