The nose and mustache are literally the only things that look the same. The whole structure of the face is different. Eyes, eyebrows, cheekbones, jaw, mouth ... All different. Just painting the Luigi mask would yield a completely different and much less disturbing result.
And yes, this Guy Fawkes mask is slightly different than the one in the video. There wasnt a clean shot of it where it wasnt either partially covered or already worked on so I just pulled one that was close off google. It should he enough to show there's considerable differences between Luigi and Fawkes to make creating a new one the better choice.

Because doing some light sculpting to fill the gaps between two pieces is substantially easier than trying to fully sculpt a specific, recognizable shape from scratch.
