Based on the full quote it sounds l like Trump was criticizing her wanting to go to war, and said let's give her a rifle and send her out (along with the troops) and see how she responds when 9 barrels are shooting at her. Honestly, I think he does it on purpose. He knows when he talks like this the media will report it in the least favorable light, and then when people look up what he actually said they go "okay, that's bad. But even though I hate what he said, I hate being lied to even more".
I'm convinced if the media just reported the full quote each time, Trump would lose in a landslide. But because the race is now "Who do you distrust more, Trump or the Media?" Trump has a good shot at winning again.
