Any assassin sent always has a note which says who requested it. It's always someone you stole from who requests the assassination.

friend pickpocketed a Briarheart's Briarheart and he died instantly but then had thugs sent after him a day later sent by the briarheart2/2

LOTR was unique in that the film maker had way more say over production than modern studios would allow. Plus the audience is different...
TES has a younger base demographic, LOTR was every fantasy buffs fav book for about 90 years. The film would have to meet the demo.
