It's worse than that. In the video the cat has external pins holding the rear leg in traction, but no sign of a cast to hold it in place as the cat's being harassed and trying to get away. It's obviously in pain and the person recording DGAF.

Who said the owner did it? Previous owner might have and nothing wrong with adopting an abused animal. No stitches on the paws so not the cause of the cone during the clip
