I have told my bank that they are to allow anyone to deposit money into my account. What I want them to be picky about are withdrawals.

Social engineering. If they add their payment info to your account, they can call later to verify using that info and steal your data.

the bank cannot acknowledge the account exist unless you're the rightful owner. Some x-spouses deposit a couple dollars but use that to vrfy

Depending on the bill it can be reported on your credit report. So... They want to make sure they credit the right person.

If they accepted your payment then they unwillingly verified that that name lives at that address. It's actually a legitimate privacy issue
