I have told my bank that they are to allow anyone to deposit money into my account. What I want them to be picky about are withdrawals.
BottomKek
Utility bills can be used as form of identification for drivers licenses, which can be used for buying firearms and other fun stuff
TheBorzoi
Social engineering. If they add their payment info to your account, they can call later to verify using that info and steal your data.
PapaTimDankopus
The US bureaucracy is a retarded idea that will be it's undoing. Take it from me, @OP. I might message details later if you want me to.
DoseOfScience
The bills contain private information, which they're 'supposed' to keep private, except to the advertisers they sell it to.
GansoEstaMuerto
It's so you don't accidentally pay on the wrong account.

Credit card company keeps blowing up my phone asking for my wife and I want to tell them we split just so they stop calling me

@OP I work in CS and people have to prove they're them to do anything with the account. Arguing that just takes up both our time.

Apt manager took my check and paid someone else's rent and was like "durr, guess they paid twice"

the bank cannot acknowledge the account exist unless you're the rightful owner. Some x-spouses deposit a couple dollars but use that to vrfy

I work in UK car insurance; ppls files have tons of personal information, so anyone who calls up has to prove theyre allowed to know things
However unauth callers can pay arrears if they know the exact amount

Something can be done with the information they can provide you don't know about, but they of course don't tell you so as to protect others.

I used to work at Verizon. The amount of idiots who pay the wrong bill on accident and get pissed at you is astounding. So that's why.
PsychopompGecko
Ever have someone get mad at telling them to turn off cell data, thinking you were trying to remove data from their plan?
Yes
kusuriya
because back in the day the easiest way to scam personal info and credit card numbers was to call aol and try to pay the bill.
MrHobbes14
I had the same complaint about solar panels in Aust. The company was adamant the owner had to be present, because I sneak around paying 1/
For $3,000 solar panels on other people's house :/
WillCorrectInaccuraciesForFood
What if you said "hey i want to pay my acct 123456" and the teller heard/typed 132456 and didn't get any additional info? You'd be out $
And your account wouldn't receive a payment. Verification is good.
sparkiefantastic
When I worked collections we were allowed to take payments from a random stranger if they wanted but we couldn't disclose the amount owed
VillainousFiend
Same boat, you could call in and we could give the total bill but not tell them how much of it was actually past due.
Isgrimnur
When I worked for Cingular, we would take money from anyone.
sevrono
I used to work for T-Mobile, we didn't need to confirm identity to take a payment, but we couldn't reveal any info, including account balanc
If someone wanted to pay all of it they had to say that and I would enter the amount into the form without being able to tell them
mthrndr01
We just had them give us a number. If they didn't want to make a blind payment, they didn't make a payment.

Worked for a telecom back in the day. We'd have people call in to make payments for other people's accounts, and we'd let them, but then...
they'd try to get information out of us, like how much was owed, what the address was, how the last bill was paid, etc. They were often...
using us to try to figure out information on someone who wanted nothing to do with them. We also had accounts where we would only take...
money from specified people because partners would hold it over the customer's heads and say that they were owed for having paid the bill.
Deadbabymammal
Some people may have accidentally paid on the wrong accounts at one point and sued the carrier for making it too easy to pay wrong account
Tyrannotron
Also, if someone attempts to pay your account and it bounces, you'd be responsible for those reject fees.

I got account notifications for a random persons bank account texted to me for over a month before I finally got Chase bank to stop them 1/2
2/2 reason was I couldn't prove I was the person I wasn't to remove my number from their account

I don't know about the lawsuits, but I have coworkers who fucked up & credited the wrong account with payments.
I used to work in a billing call center for DIRECTV. I've watched it happen.

Because even saying you have an outstanding amount is private information. Or does privacy not matter anymore?
They don't say anything about the account, they just take money and if it's more than needed the account gets a credit.
If they take money, that means you have an open bill. That in itself is private information.
*open account. We could take payments on a 0 balance just as well as a $10k balance. And they have that information anyway.
It is still private information. Would you like me to be able to call a company and ask what your account status is?
When you called us, you got a voice mail service. If you had a card number, that system would then ask for further information if it was 1/2
whaammy
lol I think it's more giving permission to them to take money from your bank account. I see your point though.
callmethelizardqueen
Bank asked for ID to deposit money. I told them if anyone wants to put money in my account they can let them, no questions asked.
littlemisscantbewrong
And then you have that person who gets their service disconnected and calls back bc they already paid but on the wrong acct....
iMadeThisAccountToFavoriteBoobs
Also because paying bills can involve discussing other account details which can include confidential information
prestonhazel
Depending on the bill it can be reported on your credit report. So... They want to make sure they credit the right person.

I went to the electric company to pay a bill one time, it wasnt in my name, they wouldnt let me pay. They refused my money(cash).

If they accepted your payment then they unwillingly verified that that name lives at that address. It's actually a legitimate privacy issue
In almost all cases, it's over the top of course. Same reason most banks do not let you deposit unless you have the acct # of the person.
