That's a result of the EU's e-privacy directive, which requires websites to ask for consent before grabbing your data (e.g., IP address) and storing cookies on your device. International websites who don't have this prompt have to block users with EU-based IP addresses (which many US websites do instead; very annoying when you live in Europe). Up until this legislation passed they were all stealing data and infecting you with tracking cookies without your knowledge.

More than likely it was Russia. They have the satellites that could easily identify these sites in the months leading up to the war. Its not like the US moved them once the war started, or even warned the operators that the war was starting. So Iran could quite easily pre-program a bunch of attack destinations and radar would be the primary one.

Any conflict with Iran the US always knew it was going massive cluster fuck of them launching as many missiles as they can to overwhelm Air defense systems. The US military plan in cases like this aren't to match them interceptor to missile. Air defense job was to hold out till Air force takes out all the launchers. which at the start of day 8, Iran missile launches have dropped from a peak of 350 in a day to 15 and peak of over 500 drones to 12.

Drones are also an issue. The US air defense isn't built for cheap, mass produced drones, and a single patriot missile costs an order of magnitude more than a shaheed, and you have to fire more than one to guarantee a hit. Interestingly, there's someone who knows a lot about quick and cost-effective methods to defeat Iranian drones, and that's Ukraine. The US could have gone and consulted with them, but apparently they simply didn't.
