ICE "agents" are more often freelance bounty hunters, and don't show their official government ID and badge because they don't have them, and they don't want to show their regular IDs because they're afraid of the consequences they will face if people know who they are and how to find them. It's not about offering them a free hot dog, it's about mocking their cowardice and hypocrisy.
