I recommend paste made from pure methylcellulose. It's available as a powder to mix with water. It's non-toxic, doesn't rot, and is also suitable for crafts with children. Mix the paste, spread it on strips of paper, and cover shapes with it in several layers. https://en.wikipedia.org/wiki/Methyl_cellulose
