Tires are designed for purposes. If a heavy duty tire needs air inside then the sidewalls, etc are designed for it. It's not a big deal.

Retreads for air-filled, IIRC, often involve laminating rubber onto the tire. De-laminations can happen, or if no rubber is added, blowouts.
