Plenty of low level scrubs have a dex mod of 0. And my party regularly asks to "roll to dodge". It's still a reflex save.

Bump it on level up when you get the nonsensical boost back to +1 with full plate. also, plenty of homebrew/pathfinder pieces have 0 max.
