Tie the rope to something more rigid like a length of pvc pipe and push that through.

From experience, you run it through while the pipe is clear. You can use an RC car, clip it to a dog vest, or if there's a strong enough current you just let the chain run through. Then you let it sit, tied to a tire or a post (to be transferred to a tire) until the channel jams again.

Wouldn't that cause the clog to begin with? Since debris and dirt has something to "hold on to" inside the pipe?

They'll clog no matter what. True having the chain in the pipe may make it happen a little faster, but being able to clear the blockage quickly is far more important than another day, if not only hours, of remaining clog free.
