OK - I didn't think it was possible, but I think I know this game. Tencent + Chinese government enables their single party surveillance state. WeChat and what not are like a single super application that everybody needs to pay their bills or anything. He wants to do that with "X" which of course who would sign up for it? Yep. Republicans repeated defunding of the IRS (despite for the fact that it has fantastic return on investment, every dollar put in pays for itself 2.5x over) left the agency unable to pursue 1% targets because they were prepared to spend more on a legal battle than the agency could afford.
This is why Biden funded the IRS and directed it specifically not to go after poor/middle class citizens. Pursuing blatant cases of tax fraud and tax evasion by the hyperrich could have been MASSIVE.

It's upper management grade corner-cutting savings bullshit. Somebody builds their career on the promise of making massive savings, it takes four years, and after you go through all the expense and effort to implement the badly inspired changes necessary, you save less money than the value of the calculator you have done the maths on. But it's technically savings, and anyway you've been promoted three years ago for the good job you've done managing this needless project, so who cares.
