That overpass will have to be closed and repaired. Looks like it was just recently redone. Perhaps that is part of the problem.

sometimes they're not updated when the roads are repaved (which adds height over time)

Not sure for highways, but city roads grind down the pavement to ensure they don't have to readjust curbside to tolerance.
