While a nice thought, the states don’t pay - that money is going straight from your employer to the federal gov. I suppose a state could try to change that and enforce it upon employers in the state, but it would require a lot of effort to change and I would bet the gov would consider it an existential threat and respond accordingly.

Most people pay most of their taxes for their own (future) Social Security and Medicare. I'm not saying it's tucked away for you for later; but every payment is recorded and how much you pay in total has some bearing on what you end up getting. So if your money gets intercepted by your home state it may very well hurt you.

state governments don't control federal taxes, meaning a governor can't just turn off a theoretical tap. the individual residents of a state would need to collectively agree to stop paying federal tax. also, since most folks pay federal taxes through wage withholding, employers and payroll providers would need to play ball too.
