There were tons of Gray Jedi before and after the Empire. Most notable was the Imperial Knights, who have a code & served the Emperor.
Calling an Imperial Knight a Grey Jedi would get you chopped up. Sith and Jedi have a code. There was no Grey Jedi code.
Being a light side force user doesn't make you a Jedi any more than being untrained or exiled makes you a Grey Jedi.
