Yes they can be made from Kevlar. I have a few at home, they are fun and snap just like any other whip.

Yeah they are designed for lighting on fire. Expensive but worth it if you are into fire performance. There are pics in my profile.

Yeah, you can make whips out of a number of materials. Dunno about kevlar specifically, but nylon and the like, etc.
