That's not (just) a grainy photograph, it's just a hurricane blizzard in the evening.
Photograph is from when a massive snowstorm buried my hometown several years ago, with crazy winds, freezing temperatures and icy snow that effectively sandblasted anything not protected.
This tag being featured reminded me of this picture, as it's one of my favourite snaps from back home
