Actually offsetting the segments of the building makes egress routes shorter. It spreads out the total area but it makes it safer for fires
..or evacuations. If the building with the same area was just one big rectangle the offices in the center would be much further to a door.
Shorter egress routes are better for getting people in/out of their offices, and quicker to evacuate during a fire.
It's a military HQ. If it can be set on fire, someone fucked up. That place needs to be designed with 'surviving airstrikes' in mind.
