look at the little stripe on the bottom of the pic and read MiG-29KUB. or just look up modernish Russian or Chinese planes

Yeah, the MiG-29 Fulcrum is an experienced design. I would interpret an all heat-seeking loadout and a lot of fuel as a defensive patrol
