Motivation/being hired by someone aside, I've seen a lot of people claim that this had to be a professional because of the hit/target size etc..., and this simply isn't true.
TBH, almost anyone with a decently accurate rifle, and a bit of practice could easily hit a target smaller than a neck at the reported distance of 150 yards.

Hitting a throat at 200 yards is a joke with a rifle. There isn't even any drop at that range. It's just a straight shot. And since Charlie was busy talking into a mic at the time, which he was holding just below his chin. That's a picture perfect frame for a center mass shot. My Figure 11's (Canadian military silhouette target of a Nazi soldier) usually use the white patch at the wrist of the target since it's center mass, but a black mic against a white face would work just as easily.
