Nope, in this particular tweet he's reacting to an official current German account, and calling the German government sponsoring ships that pick up refugees in the Mediterranean and brings them to Italy an invasion of Italy and violation of Italy's sovereignty. If you check the post, you'll see the full context, including the account he first picked this up from talking about it being an artificial replacement of Europe's population and such.
