Honestly, it looks like a rough parting line in the casting. Someone at the factory probably just "clearanced" the bore with a file.

Or the casting might've been too loose in the trim/punch press which caused it to break out a part of that inner diameter.

Those scrapes look like the marks left from the trim tool to me. The “cracks” in the part look like heat checked die steel.

actually a part where either the die edge rolled over (someone hit it or something got crushed in the die there) or solder tear where 3/?

the die was simply too hot or didn't have die lubrication sprayed on it prior to making a shot. It's probably the rolled over edge.

At a glance and what he says, I would say no. The parts get machined what needs to be machined, the rest stays raw cast to keep costs down.

You can usually get those fees waived when the part you ordered wasn't what you received - such as "new" vs "fucked up".
