It's the moderating influence of the sea: keeps the winters milder and the summers cooler. So they told me in geography class anyway!

A lot of that is due to its maritime location. The ocean acts as a regulator.

Good old north Atlantic current keeps the place warm with waters coming from the equator. Some parts of Ireland are on the same latitude 1/2
As parts of Canada which regularly get icebergs 2/2

-is, but for the most part it's expected. I mean some of us got 2-3ft recently and everything(except Christian schools) was open like normal

There are countless other reasons. Buildings not built for cold. Electricity substations failing in the cold. Etc etc.
If you want it, cough up for it. I hardly think there is public support for higher costs for the 6 days a year it snows
Not even six days a year in ireland. Maybe one. And usually about an inch so we throw down some grit. This is a once in a generation case
It's more common here, but still rare enough to not be worth the cash
