Total fool.

The best answer to the complaint of "I want benefits first" is UBI. Give everyone housing assistance and food assistance. No means testing, no conditions, just an entitlement for every person. Of course they'd then complain that it's going to people who don't deserve it, just like all the Medicare recipients who want it for themselves and not others but they're fascists who will never be happy
Even better, without all the red tape, forms, multiple programs, exceptions, bureaucratic nonesuch, and the thousands of people needed to run all of that we could implement ubi for about the same cost to taxpayers as what we currently have.

Both discourage attempting to off assistance.
Will not happen, as most people want to keep other people down, not lift them up. Giving other people means of getting up means they can get higher than you. And that is not fine for most people, if other people are doing better than they are.
Also state unemployment benefits (UI) may also subtract money earned by arbitrary hustles (that don't count as being properly employed) from their benefits. The justification being it'll help extend their UI but really it just net zeros trying to find anything at all.
Also, UI may kick someone off for refusing a job offer, even if it's extremely shitty, opening the door to someone not intending to hire anyone, just lowball and report the declines. However, I've not seen it in practice though.
