That way the hero can't kill those on the defensive without seeing their faces, but those doing killing can maintain stable psychosis

Maybe have one-way mirror face masks. That way you can see out but nobody can see in. The last thing the victim would see is their own face.

The point of #1 is preventing the Hero from stealing a uniform and walking into your base. Face concealing masks are fine outside base.

The dehumanizing factor is more of a Hollywood thing, to make the hero still a hero when he brutally kills the faceless henchmen.
