He couldn’t afford to hire one of them, especially to die for him. Those guys are expensive as hell and don’t work for credit.
The cost is for the life to be taken. The FM don't value their own lives. Baelish is also stupid rich.
He might have embezzled a bit as master of coin, but he didn’t actually have all that much of his own compared to others.
Plus it was stated in the books that hiring a FM to kill a mere peasant costs as much as hiring a whole army of sell-swords.
Oh, and the FM certainly DO value their own lives. Remember how Arya got to know Jaqen? He was gonna die and asked her to save his life.
Remember when that FM drank poison to pay for Arya's transgressions? They'll off themselves for cash.
