Mittens and puppers GET vivid dreams when young. I have no idea who made that claim, maybe somebody who was a mitten or doggo in past life.
Their nervous systems aren't fully developed when they're born, so they twitch until then because they don't have super great control :)
I don't really know why. I've had lots of kittens and have seen this, but not to this extent.

Likely milk drunk and dreamin'. The kittens I foster typically have "why is this leg/tail attached to me" dreams at about that age. 3-4weeks
