the world is the dm but the pc's entirely the players so the dm crafts change's the world based on how the pc's interact with it so both

So? Sleight of hand means he can palm a ring or a gemstone. It doesn't mean he can palm a shield or a set of armor, regardless of the roll.

I tend to run my game lethal but death isn't permanent if the player want to keep the character. revival is not easy it requires a quest
