The closer to modernity a city's creation is, the higher the level of order it'll showcase.

It's a lot easier to create a well organized city when you're not trying to pave over squiggly cattle runs.

Incorrect. This is entirely down to previous beliefs on efficient city planning and it has produced fairly bad results as compared to squiggly cattle runs.

Can you elaborate on your point a bit more? City planning is more affected by the people planning it and how corrupt/ stupid they are regardless of the time period.

I feel like that's the point. Humans are animals like any other. We don't do this organized grid nonsense without a reason. What's the reason? The OP suggests it's a more efficient means for "Modernity"; but Modernity had many parts and I would consider parts like social order, culture, and economics all to be structures that bind and enslave humans.

I.E. this grid structure of a city is a physical manifestation of a city purposely built to efficiently enslave humans, rather than serve.
