No. The power cable grounds it. Wear a wrist strap to ground yourself to the PC chassis

No, the middle prong on most power supplies is grounded. Just make sure that the power supply is switched off.

3/3 clip to a self grounding static dissipative material like sheet carbon loaded rubber. And have case in direct with said sheet.
