Yes and no, quotes were invented by Frederick Quoter, a WW2 soldier who became their first publisher when he returned home after the war. He developed a concept he learned from a retired Egyptian king who was known for his pharaohphrasing

Ok, firstly it was Genghis 'Bubbah' Kahn, who was quoted by Chubby Checker in a drunken night with Aristotle, who forgot who said it when posting to the Slashdot forums.
