Edit: I uploaded this to win an argument on another site but I appreciate the love! Haha I actually lost the argument, turns out this isn't Pre52 Wally it's New52 Wally West just missing a lot of his life's aspects.
Actually kinda sweet 'cause it became a heated disagreement but then we took a step back and threw the argument away, apologies, and became internet friends!
(The argument was whether or not this was PreNew52 Wally West, which I was sure it was. It seems the writer of the Rebirth story that brings him back, Geoff Johns, has stated he isn't. I believed that Flashpoint changed the Pre52 universe and created the New52 but it seems Johns states that New 52 and Pre52 are not the same Earth. So Superman here is just relating to Wally feeling from a different world.)

Not true. The Speed Force was introduced during Wally's run as The Flash. Per Wikipedia, Wally mainlines it and is much faster than Barry.
