We have no rules against, or for, them at my Target. I've seen dogs in the store but they were so idle that I thought nothing of it.

The Target I work at allows non-service dogs inside. I've asked about it once, the store LOD said it was totally fine.

People often come in and walk their animals after walking by a nearby park. So far I haven't seen any problems occur, but I do worry.

Any business under the ADA has the right to ask if its a service animal and what tasks it performs and the ADA trumps any state law.
